Bad Lauchstädt Energy Park participates in consultation for a real-world laboratory law by the BMWK

The Federal Government is planning to create a Real-World Laboratory Act that will create standardised and innovation-friendly framework conditions for real-world laboratories and open spaces for testing innovation. Against the background of the planned law, the Federal Ministry of Economics and Climate Protection (BMWK) is conducting a consultation in which Bad Lauchstädt Energy Park has also been asked to comment.

As an existing real-world laboratory for the energy transition (funded as part of the 7th Energy Research Programme), the companies in the consortium are delighted to be able to contribute to the creation of a real-world laboratory law with the experience already gained at the Bad Lauchstädt Energy Park, providing an ideal research basis for new real-world laboratories. The consortium welcomes the creation of a real-world laboratory law and the resulting fleshing out of the framework conditions for real-world laboratories. 

Against the background of its experience as an existing “real-world laboratory of the energy transition”, the consortium considers the following points to be central: 

Transparent and realisable regulations on the possibilities of deviating from legal requirements that hinder innovation.
A central component of innovation-friendly framework conditions and freedom for real-world laboratories is the ability to deviate from legal requirements that hinder innovation. A reliable legal basis is required for the regulations on deviation. The experimental clauses provided for this purpose should contain clear regulations and set overarching standards. 

Innovation-promoting support services from the authorities in all project phases
Support from the responsible authorities is of central importance for the successful realisation of real-world laboratories as test spaces for innovation. This should be guaranteed in all project phases, from conceptualisation, planning and approval to implementation.

Fast application and approval procedures and flexibility in project funding
Fast application and approval procedures for project funding are a key factor for innovation-friendly framework conditions. Long bureaucratic processes lead to project delays, which in turn can lead to changes in the framework conditions, such as regulatory changes or cost increases. 

Low-threshold provision of information on framework conditions and practical examples 
An easily accessible range of information for all stakeholders is of central importance for the successful implementation of innovation-friendly framework conditions and open spaces for real-world laboratories. The consortium considers the announced “one-stop shop” for real-world laboratories to be a constructive move.
